EADTrust is included in the EU Trusted List.<\/span>\n  <\/span>\n  <span class=\"eadb-h-arrow\">\u2192<\/span>\n<\/a>\n\n\n\n<h2 class=\"wp-block-heading\">Who Is This Article Relevant To?<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">This article is intended for:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Manufacturers, importers and distributors of <strong>batteries<\/strong> (electric vehicles, light means of transport and industrial applications) that must register the Digital Battery Passport from 18 February 2027.<\/li>\n\n\n\n<li>Economic operators of <strong>construction products<\/strong>, <strong>toys<\/strong>, <strong>detergents and surfactants<\/strong>, textile products and any other product subject to a DPP under the ESPR or specific sectoral legislation.<\/li>\n\n\n\n<li><strong>Digital Product Passport service providers<\/strong> (Article 2.32 ESPR): independent third parties that process and store DPP data on behalf of the economic operator.<\/li>\n\n\n\n<li>Compliance officers, quality managers and legal teams of industrial companies that need to understand which technical infrastructure and digital certificates they must prepare before the first registration deadline.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">Basic Concepts for Understanding Regulation (EU) 2026\/1778<\/h2>\n\n\n\n<h3 class=\"wp-block-heading\">Verified Economic Operator<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">A natural or legal person that has successfully completed the identity verification process provided for in Article 4 of Regulation 2026\/1778 (using a qualified electronic seal, qualified electronic signature or high-assurance identification method), and can therefore create a user profile, register DPPs and manage access rights within the Registry.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Verified Value Chain Actor<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Repairers, refurbishers, manufacturers of remanufactured products, recyclers and other actors that complete an equivalent verification process (Article 5) so that they can take action within the Registry regarding passports that they did not originally own.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Unique Registration Identifier<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">A persistent and unique code that the Registry automatically generates following the successful verification of a registration request. It unambiguously identifies each registered DPP and is the information checked by customs authorities to authorise release for free circulation (Article 15 ESPR).<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Proof of Registration<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">A downloadable electronic document confirming that a DPP has been registered in the Registry. It is protected by a qualified electronic seal from the Commission and an electronic timestamp, and remains available for 90 calendar days from the date it is generated (it can be regenerated).<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Semantic Repository<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">An evolving collection of data models and semantic definitions, with version control, a search service, access through public APIs and free use. It includes multilingual labels and definitions to guarantee the interoperability of DPP data across sectors and countries.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">What Exactly Is the Digital Product Passport Registry?<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The Digital Product Passport Registry is the centralised IT infrastructure that the European Commission was required to create by <strong>19 July 2026<\/strong> under Article 13.1 of the ESPR. The Digital Product Passport Registry applies to economic operators that place on the market or put into service:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><a href=\"https:\/\/www.eadtrust.eu\/en\/blog\/which-products-does-the-espr-apply-to\/\">Products regulated by delegated acts under Article 4 of the ESPR<\/a>: any product category for which the Commission adopts specific DPP requirements (steel, textiles, aluminium, etc., as the corresponding delegated acts are published).<\/li>\n\n\n\n<li><strong>Batteries<\/strong> under <a href=\"https:\/\/www.eadtrust.eu\/en\/blog\/what-is-the-digital-battery-passport-dpp\/\">Article 77 of Regulation (EU) 2023\/1542<\/a>: batteries for electric vehicles, light means of transport and industrial applications with a capacity greater than 2 kWh.<\/li>\n\n\n\n<li><strong>Construction products<\/strong> under Article 76 of Regulation (EU) 2024\/3110.<\/li>\n\n\n\n<li><strong>Toys<\/strong> under Article 19 of Regulation (EU) 2025\/2509.<\/li>\n\n\n\n<li><strong>Detergents and surfactants<\/strong> under Article 21 of Regulation (EU) 2026\/405.<\/li>\n\n\n\n<li><strong>Any other product<\/strong> covered by Union legislation that requires a Digital Product Passport and registration in the Registry.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">It is important to note that, for the purposes of this Regulation, the term \u201cDigital Product Passport\u201d expressly includes the Digital Battery Passport under Article 77 of Regulation (EU) 2023\/1542. The Registry is therefore the common infrastructure that connects all sector-specific DPP regulations.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">How Is the Identity of Economic Operators Verified?<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Article 4 of Regulation 2026\/1778 establishes a verification mechanism based entirely on the <a href=\"https:\/\/www.eadtrust.eu\/en\/eidas-qualified-services\/\">eIDAS<\/a> framework (Regulation (EU) No 910\/2014). Depending on the type of operator:<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Legal Persons (Companies and Corporations)<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Whether established within or outside the EU, they must be verified using:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>A <strong>qualified electronic seal (QSeal)<\/strong> based on a qualified electronic seal certificate issued by a qualified trust service provider (QTSP) in accordance with the eIDAS Regulation; or<\/li>\n\n\n\n<li>A <strong>qualified electronic attestation of attributes<\/strong> that enables the legal person to be identified unequivocally and its establishment to be verified.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">Natural Persons \/ Sole Traders<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Those established in the EU may be verified using:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>A <strong>qualified electronic signature (QES)<\/strong> supported by a qualified electronic signature certificate; or<\/li>\n\n\n\n<li>An <strong>electronic identification means with a \u201chigh\u201d assurance level<\/strong>; or<\/li>\n\n\n\n<li>An <strong>electronic attestation of attributes<\/strong>.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">For natural persons not established in the EU, the options are limited to a qualified electronic signature or an electronic attestation of attributes.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">\u201cVerified\u201d Status and Its Validity<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Once the process has been completed successfully, the operator obtains <strong>\u201cverified economic operator\u201d<\/strong> status, which enables it to:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Create and manage its user profile in the Registry.<\/li>\n\n\n\n<li>Manage the access rights of other users acting on its behalf.<\/li>\n\n\n\n<li>Register new DPPs and modify existing registrations.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cVerified\u201d status remains valid until the electronic identification means used expire and, in any case, for a <strong>maximum period of 3 years<\/strong> from verification. Request it from EADTrust<\/span>\n  <span class=\"eadb-mini-arrow\">\u2192<\/span>\n<\/a>\n\n\n\n<h2 class=\"wp-block-heading\">How Does the Passport Registration Process Work?<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Article 8 of Regulation 2026\/1778 details the DPP registration process. The verified economic operator registers each Digital Product Passport by indicating the <strong>level of detail<\/strong> specified in the applicable delegated act: <strong>model<\/strong>, <strong>batch<\/strong> or <strong>item<\/strong> (individual unit).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Key rules:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>If registration is carried out at item level, the batch and model identifiers must also be linked when they exist.<\/li>\n\n\n\n<li>If the same product is subject to several rules with different levels of detail, it must be registered at the most detailed level.<\/li>\n\n\n\n<li>Registration can be completed through the secure user interface or the API.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">Automatic Verification<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Following the registration request, the Commission automatically checks:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The <strong>semantic conformity<\/strong> of the data with the model defined in the semantic repository.<\/li>\n\n\n\n<li>The <strong>consistency<\/strong> of the mandatory data.<\/li>\n\n\n\n<li><strong>Compliance with the level of detail<\/strong> required by the delegated act.<\/li>\n\n\n\n<li>The <strong>validity of the commodity code<\/strong> (Combined Nomenclature for customs).<\/li>\n\n\n\n<li>The <strong>link to the backup copy<\/strong> hosted by a Digital Product Passport service provider.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">Result: Unique Registration Identifier<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Following successful verification, the system automatically generates a <strong>unique and persistent registration identifier<\/strong>, stores it and communicates it to the actor that registered the passport. This identifier is the information that customs authorities will check electronically to authorise the release for free circulation of imported products (Article 15 ESPR).<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Proof of Registration<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">In accordance with Article 9, the economic operator may request <strong>proof of registration<\/strong> at any time. This is a downloadable secure electronic document that includes:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Unique product identifier.<\/li>\n\n\n\n<li>Commodity code (where applicable).<\/li>\n\n\n\n<li>Name and identity of the verified economic operator.<\/li>\n\n\n\n<li>Date and time of registration of the latest version, validated by an electronic timestamp from the Commission.<\/li>\n\n\n\n<li>Cryptographic hash of the DPP version.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">The proof is guaranteed by a <strong>qualified electronic seal from the Commission<\/strong> (Article 38 eIDAS) and remains available for <strong>90 calendar days<\/strong> from the date it is generated. It can be regenerated as many times as necessary.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">What Role Does the Digital Product Passport Service Provider Play?<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Article 2.32 of the ESPR defines a <strong>Digital Product Passport service provider<\/strong> as a natural or legal person, an <em>independent third party<\/em> authorised by the economic operator that places the product on the market or puts it into service, which processes the Digital Product Passport data to make it available to economic operators and other actors with access rights.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This role is central to the DPP architecture for three reasons:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Mandatory backup (Article 10.4 ESPR).<\/strong> Every Digital Product Passport must be supplemented by a <a href=\"https:\/\/www.eadtrust.eu\/en\/legaltech-solutions\/enterprise-suite\/earchiving\/\">backup managed by a DPP service provider<\/a>, acting as an independent third party, to guarantee data availability even following the insolvency, liquidation or cessation of activity of the economic operator. But a Registry without operating rules is like a building without utilities: the structure exists, but it cannot be occupied.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Implementing Regulation (EU) 2026\/1778 provides exactly that: the <strong>technical arrangements<\/strong> that transform the ESPR\u2019s legal obligation into an operational system. Without this Regulation, the following had not been defined:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>How the identity of an economic operator is verified (which certificates are accepted, which assurance levels apply and how long the verification remains valid).<\/li>\n\n\n\n<li>How the registration request is structured (which data is mandatory, which automatic checks are performed and how the unique identifier is generated).<\/li>\n\n\n\n<li>How the integrity of registered data is guaranteed (timestamps, proofs of registration and version control).<\/li>\n\n\n\n<li>How access rights, passport transfers and the involvement of value chain actors are managed.<\/li>\n\n\n\n<li>How national authorities and customs authorities interact with the Registry.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">The Registry is the <strong>common horizontal infrastructure<\/strong> for all DPP sectors: batteries, construction products, toys, textiles, detergents and future sectors incorporated under the ESPR. Without the technical arrangements established by this Implementing Regulation, the Registry created by Article 13 of the ESPR could not operate in practice.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Now that the rules have been published and are in force, economic operators have the legal and technical certainty needed to prepare their systems. The first real test will come on <strong>18 February 2027<\/strong>, when batteries for electric vehicles, light means of transport and industrial applications must have their Digital Product Passports registered and operational.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">What Should an Economic Operator or DPP Service Provider Prepare Now?<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Although sector-specific deadlines vary, the following actions are common to all operators and providers that will need to interact with the Registry:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>eIDAS identity verification.<\/strong> Obtain a qualified electronic seal (QSealC) if you are a legal person, or a qualified electronic signature (QES) if you are a sole trader. This is a prerequisite for performing any action within the Registry. The certificate must be valid and issued by a QTSP included in the EU Trusted List. <a href=\"https:\/\/www.eadtrust.eu\/en\/contact\/\">Request your QSealC<\/a>.<\/li>\n\n\n\n<li><strong>Verification of registration details.<\/strong> Check that the organisation\u2019s details (legal name, tax identification number\/EUID and address) exactly match those contained in the qualified certificate. Discrepancies between the certificate details and corporate information are the most common cause of verification rejection.<\/li>\n\n\n\n<li><strong>Selection of a DPP service provider for the backup.<\/strong> Identify and contract an independent third party to host the Digital Product Passport backup (Article 10.4 ESPR). Without this link, the registration will not pass the Registry\u2019s automatic verification.<\/li>\n\n\n\n<li><strong>Alignment of data systems with semantic models.<\/strong> Check that the product information is structured according to the data model defined in the semantic repository for each product category. Automatic semantic conformity verification will reject registrations that do not comply with the schema.<\/li>\n\n\n\n<li><strong>Management of third-party access rights.<\/strong> If registration will be delegated to an external actor, such as a technology integrator, that actor must complete its own verification process (Article 5). Define roles and access levels in advance.<\/li>\n\n\n\n<li><strong>Technical integration with the Registry.<\/strong> Assess whether operations will be carried out through the user interface or the API. For large product volumes, such as industrial production lines or extensive catalogues, API integration will be essential.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Review of the commodity code.<\/strong> Confirm that each product has been assigned a valid and up-to-date Combined Nomenclature code: the Registry checks it during registration and customs authorities verify it for release for free circulation.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Frequently Asked Questions About Regulation (EU) 2026\/1778<\/h2>\n\n\n\n<div class=\"schema-faq wp-block-yoast-faq-block\"><div class=\"schema-faq-section\" id=\"faq-question-1786011235503\"><strong class=\"schema-faq-question\"><strong>What Happens If the Economic Operator Does Not Have a Qualified Electronic Seal Certificate?<\/strong><\/strong> <p class=\"schema-faq-answer\">Without a valid qualified certificate issued by a QTSP, the operator cannot complete the identity verification process under Article 4 and therefore cannot obtain \u201cverified economic operator\u201d status. This blocks any subsequent action: the operator cannot create its profile, register passports or manage access rights. The system itself directs the operator to contact its QTSP to obtain a valid certificate. It is an absolute prerequisite.<\/p> <\/div> <div class=\"schema-faq-section\" id=\"faq-question-1786011261928\"><strong class=\"schema-faq-question\"><strong>What Is the Proof of Registration and What Is It Used For?<\/strong><\/strong> <p class=\"schema-faq-answer\">It is a downloadable electronic document confirming that a specific DPP has been registered in the Registry. It includes the product identifier, the operator\u2019s details, the registration date and time validated by a timestamp from the Commission, and a hash of the DPP version. It is protected by a qualified electronic seal from the Commission (Article 38 eIDAS). Its main purpose is to prove to third parties -customers, authorities and business partners- that the registration obligation has been fulfilled. It remains available for 90 days and can be regenerated.<\/p> <\/div> <div class=\"schema-faq-section\" id=\"faq-question-1786011270922\"><strong class=\"schema-faq-question\"><strong>What Happens If the Details in the Qualified Certificate Do Not Match the Organisation\u2019s Details?<\/strong><\/strong> <p class=\"schema-faq-answer\">Verification will fail. The details in the qualified certificate (legal name, legal person identifier and country of establishment) must exactly match the information declared by the operator in the Registry form. The most common discrepancies involve differences in the legal name (abbreviations, special characters or translations of the name) or the identification number. The solution is to review the registration details before requesting the certificate or request a new certificate containing the corrected information.<\/p> <\/div> <div class=\"schema-faq-section\" id=\"faq-question-1786011282079\"><strong class=\"schema-faq-question\"><strong>How Long Does Registration Data Remain in the Registry?<\/strong><\/strong> <p class=\"schema-faq-answer\">If sector-specific legislation establishes a specific period of DPP availability, that period applies. In the absence of an express provision, the registration data is automatically deleted after <strong>10 years<\/strong>, in accordance with the Commission\u2019s 2022 Blue Guide.<\/p> <\/div> <div class=\"schema-faq-section\" id=\"faq-question-1786011296216\"><strong class=\"schema-faq-question\"><strong>What Is the Relationship Between Regulation 2026\/1778 and the EPREL Registry?<\/strong><\/strong> <p class=\"schema-faq-answer\">EPREL (European Product Registry for Energy Labelling) is a pre-existing Registry for products with an energy label. Regulation 2026\/1778 expressly provides for avoiding duplicate verification when the DPP Registry is integrated with established systems, such as EPREL, that use the same identity verification level.
