The Complete Guide for Spanish Companies"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">The <strong>EUDI Wallet<\/strong> is the official digital identity wallet of the European Union, a mobile application that allows any citizen or company to store, manage and present their identity and verifiable credentials with full legal validity in all 27 Member States. It is free for natural persons, voluntary for citizens and<strong> mandatory for the regulated private sector<\/strong> to accept from December 2027.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If you still do not know what it is or what will change in your company when it arrives, this article is the starting point. If you already know but need to understand the specific deadlines, the actual obligations and the current situation in Spain, it is also for you. We have written it from within the ecosystem: at EADTrust, we have spent years building the digital trust infrastructure that makes systems like this possible, and our president, Juli\u00e1n Inza, is one of the experts with the most experience in this project in Spain.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">What you will read here is not an observation from the outside. It is the knowledge of those of us who are building the ecosystem.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Concepts for Understanding the Digital Identity Wallet<\/h2>\n\n\n\n<h3 class=\"wp-block-heading\">EUDI Wallet<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Official mobile application that allows citizens and companies to store, manage and present their digital identity and verifiable credentials with full legal validity in all 27 Member States of the European Union. Free for natural persons and voluntary for citizens.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Cartera IDUE<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The Spanish name for the EUDI Wallet. Presented at the December 2025 Launchpad as part of the European pilots in which Spain is one of the five leading countries.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">eIDAS 2.0 (Regulation (EU) 2024\/1183)<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Amendment to the original eIDAS Regulation that introduces the EUDI Wallet, qualified electronic attestations of attributes (QEAA), qualified electronic archiving and remote electronic seals as a qualified service. In force since 20 May 2024.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">PID (<em>Person Identification Data<\/em>)<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Minimum set of attributes that uniquely identify a person within the EUDI ecosystem. Issued by the State. Functionally equivalent to the electronic Spanish national identity card within the wallet.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">QEAA (<em>Qualified Electronic Attestation of Attributes \/ Qualified Electronic Attestation of Attributes<\/em>)<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Verifiable credential issued by a QTSP that certifies specific attributes of a person: academic qualifications, membership of a professional association, powers of representation. With full legal value under eIDAS 2 throughout the European Union. Only QTSPs can issue them.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">PubEAA (<em>Public Entity Electronic Attestation of Attributes<\/em>)<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Attestation of attributes issued by public authorities: Commercial Registry, professional associations, Social Security.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Selective Disclosure<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Technical principle that allows the EUDI Wallet user to share only the attribute that is strictly necessary for each transaction. If age verification is requested, the system only receives \u201cover 18: yes\u201d, without any additional data.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">EUBW (European Union Business Wallet \/ Business Wallet)<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">A variant of the EUDI Wallet aimed at legal entities, which allows companies to manage authorisations, powers of representation and evidential traceability in B2B and B2G relationships.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">What Exactly Is the EUDI Wallet?<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The European Digital Identity Wallet is not just another digital identity app. It is critical infrastructure for the European digital single market, created by <strong>Regulation (EU) 2024\/1183<\/strong> (known as<a href=\"https:\/\/eur-lex.europa.eu\/legal-content\/EN\/TXT\/PDF\/?uri=OJ:L_202401183\"> eIDAS 2.0<\/a>), published on 30 April 2024 and in force since 20 May of the same year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In practical terms, it is an official mobile application where citizens store their State-verified digital identity, which in the language of eIDAS 2 is called <strong>PID <\/strong><em>(Person Identification Data)<\/em>, together with credentials relating to their attributes: their driving licence, university qualification, membership of a professional association and powers of representation in a company. They can use all of this to identify themselves, sign contracts with full legal validity or prove that they are over eighteen without revealing their exact date of birth.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This last part is key and deserves attention. The <strong>EUDI Wallet<\/strong> is built on the principle of <strong>selective disclosure<\/strong>: the system only receives the data it needs, nothing more. If a bar asks to verify legal age, the wallet returns \u201cover 18: yes\u201d. No name, no address, no document number. Privacy is not an addition: it is integrated into the design of the technical standard.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The EUDI Wallet is the electronic identity card of the 21st century. But it is also much more: it is a university diploma, a power of attorney, membership of a professional association and a qualified signature, all in the same pocket, working in any country in the European Union.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">The Legal Framework: What eIDAS 2.0 Changes Compared with eIDAS 1<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The <a href=\"https:\/\/eur-lex.europa.eu\/legal-content\/EN\/TXT\/PDF\/?uri=CELEX:32014R0910\">original eIDAS Regulation<\/a>, Regulation (EU) No 910\/2014, created the foundations of the electronic signature and trust services ecosystem in Europe. But it had two structural limitations that eIDAS 2.0 seeks to overcome.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The first is fragmentation: each Member State developed its own digital identity systems (the DNIe in Spain, BankID in Sweden) with different levels of security and no real interoperability between them. A Spanish citizen could not use their DNIe to access a German public service without friction. The digital internal market remained broken at its identity foundations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The second is the absence of verifiable credentials: eIDAS 1 allowed digital signing, but did not provide verifiable attributes that would allow someone to prove in a verifiable way that they are a doctor, lawyer or authorised representative of a company, without contacting the corresponding professional association or registry.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">eIDAS 2.0 resolves both. It creates the EUDI Wallet as a single instrument, interoperable throughout the European Union, which integrates identity with verifiable attributes. It does so by establishing three clearly differentiated layers:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>The PID<\/strong> (<em>Person Identification Data<\/em>)<\/li>\n\n\n\n<li><strong>QEAAs<\/strong> (<em>Qualified Electronic Attestations of Attributes<\/em>)<\/li>\n\n\n\n<li><strong>PubEAAs<\/strong> (<em>Public Entity Electronic Attestations of Attributes<\/em>)<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">What Citizens Can Do with the EUDI Wallet<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The functionalities of the European Digital Identity Wallet are broader than is usually anticipated in the initial public discussions on the subject. Article 5a of the Regulation specifies precisely what the wallet allows users to do:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Identify themselves to public and private services<\/strong>, both online and, in some contexts, offline.<\/li>\n\n\n\n<li><strong>Sign documents with a qualified electronic signature (QES) <\/strong>free of charge, by default, without the need for a cryptographic card or USB token. This is a revolution for qualified signatures: until now, the highest level of legal signature in Europe required a physical device. With the wallet, qualified signatures reach the mobile phone of every citizen.<\/li>\n\n\n\n<li><strong>Present verifiable credentials<\/strong>: their diploma, professional association membership or power of representation, immediately and in a way that can be verified by any recipient without needing to contact the issuing entity.<\/li>\n\n\n\n<li><strong>Generate pseudonyms<\/strong> to authenticate themselves without revealing their real identity when it is not necessary.<\/li>\n\n\n\n<li><strong>Access the complete history of transactions <\/strong>carried out with the wallet and exercise the right to be forgotten regarding shared data.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">What Companies Must Do: Obligated Sectors and Deadlines<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">This is the part that matters most to IT, legal and compliance managers at Spanish companies. The EUDI Wallet is not only a tool for citizens: it imposes obligations on the private sector with specific and fixed dates.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">December 2026: Public Authorities<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>24 December 2026<\/strong> is the first deadline on the calendar. Member States must have the wallet operational and available for issuance to their citizens. <strong>Public authorities <\/strong>must also accept it as a method of electronic identification.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Electronic offices, service portals and processing systems that currently accept Cl@ve or a digital certificate will also have to accept the EUDI Wallet as an identification mechanism.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">December 2027: The Regulated Private Sector<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>24 December 2027 <\/strong>is the deadline for the regulated private sector. Article 5b of the Regulation establishes that private entities providing services in certain sectors (<strong>banking, telecommunications, energy, transport, healthcare, insurance, education and digital infrastructure<\/strong>) must accept the use of the EUDI Wallet for customer identification when Union or national law requires strong authentication.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For the banking sector, this means the end of onboarding with a PDF of an identity card and a selfie. For telecommunications companies, the end of in-person verification in a shop to contract a line. For insurance companies, the management of coverage credentials without documentary friction. The European Commission estimates that the financial sector alone will save <strong>\u20ac1.02 billion per year<\/strong> thanks to the elimination of friction in KYC.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Who Is Excluded from the Obligation?<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Microenterprises and small companies are not required to accept the EUDI Wallet for authentication under <strong>Article 5ter<\/strong>. The obligation applies to medium-sized and large companies in the regulated private sector, and to very large online platforms designated under the Digital Services Act.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">The Current Situation in Spain: Cartera IDUE and the Pilots<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Spain is not a spectator in the European EUDI Wallet implementation process. It is one of the five countries leading the pilots. In <strong>December 2025<\/strong>, at the EUDI Wallet Launchpad held in Brussels, Spain presented <strong>Cartera IDUE <\/strong>(the Spanish name for the European wallet), together with France, Italy, Denmark and Greece as the countries with the most advanced pilot programmes. EADTrust attended this event and has worked actively within the implementation ecosystem.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Spain\u2019s infrastructure starts from a solid foundation. <strong>Cl@ve<\/strong> (the Spanish public administration\u2019s digital identification system) has 24 million registered users. The<strong> FNMT<\/strong> (Spanish Mint) acts as the PID issuer in the pilot environment. The first use cases are already functional: identification with PID and age verification.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Spanish<strong> Cartera IDUE <\/strong>architecture is based on four pillars: the wallet as the citizen\u2019s instrument, credential issuers (public authorities and QTSPs), verifiers (companies and public authorities that receive the credentials), and the registry that certifies who can do what within the ecosystem.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The existing risk is real: the complete national roadmap is not yet public and there is a dependence on European implementing acts, some published in 2024 and 2025 and others still under development. But the December 2026 deadline is what it is. The difference between preparing in 2026 and preparing in 2027 is not only time: it is also the ability to influence how the standards are implemented and the integration costs.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">EADTrust\u2019s Role in the EUDI Ecosystem<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">EADTrust is not an observer of the coming change. We are one of the actors building it. From our position as a <strong>QTSP registered in Spain since 2014<\/strong>, supervised by the Ministry of Economic Affairs and Digital Transformation and included in the European Commission\u2019s Trust Service List, we are the backbone of the trust system that the EUDI Wallet needs to operate.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In the new EUDI ecosystem, <strong>QTSPs are the only entities that can issue QEAAs<\/strong>, the verifiable attribute credentials with full legal value throughout the European Union. A verifiable university degree, a corporate power of representation, a professional authorisation: all these credentials need a QTSP behind them. EADTrust can be that QTSP for your organisation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In addition, we are building the <strong>Directory of Informed and Informing Parties<\/strong> for Cartera IDUE (available at <a href=\"https:\/\/usercentric.id\/en\/\">usercentric.id<\/a>): a directory that connects organisations seeking to join the EUDI ecosystem as attribute issuers or verifiers with the communication protocols, technical information and regulatory support required to do so correctly. We are not talking about the future: we are showing the present as a demonstration of what is to come.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Frequently Asked Questions About the EUDI Wallet<\/h2>\n\n\n\n<div class=\"schema-faq wp-block-yoast-faq-block\"><div class=\"schema-faq-section\" id=\"faq-question-1781242191290\"><strong class=\"schema-faq-question\"><strong>Is the EUDI Wallet Mandatory for Spanish Citizens?<\/strong><\/strong> <p class=\"schema-faq-answer\">No. The Regulation is explicit: citizens cannot be required to use the EUDI Wallet to access any service. Its use is always voluntary for natural persons. What is mandatory is that States issue it and that the regulated private sector accepts it when the user wants to use it.<\/p> <\/div> <div class=\"schema-faq-section\" id=\"faq-question-1781242204207\"><strong class=\"schema-faq-question\"><strong>When Does the EUDI Wallet Have to Be Ready in Spain?<\/strong>\u00a0<\/strong> <p class=\"schema-faq-answer\">24 December 2026 is the deadline established in Regulation (EU) 2024\/1183 for all Member States to have the wallet operational and available for issuance to their citizens. Public authorities must also accept it as a method of identification by that date.<\/p> <\/div> <div class=\"schema-faq-section\" id=\"faq-question-1781242229158\"><strong class=\"schema-faq-question\"><strong>Which Companies Are Required to Accept It and When?<\/strong>\u00a0<\/strong> <p class=\"schema-faq-answer\">Cartera IDUE is the Spanish name for the EUDI Wallet. Spain presented it at the European Launchpad in December 2025, as one of the five most advanced pilot countries. The first use cases (identification with PID and age verification) are already operational. The FNMT acts as the PID issuer in the pilot environment.<\/p> <\/div> <div class=\"schema-faq-section\" id=\"faq-question-1781242243860\"><strong class=\"schema-faq-question\"><strong>What Is Selective Disclosure and Why Does It Matter for Privacy?<\/strong>\u00a0<\/strong> <p class=\"schema-faq-answer\">Selective disclosure makes it possible to share only the attribute that is strictly necessary for each transaction. To verify legal age, the system only receives \u201cover 18: yes\u201d, without a name, address or date of birth. This means that companies using the wallet do not receive unnecessary data that they must store or manage under the GDPR.<\/p> <\/div> <div class=\"schema-faq-section\" id=\"faq-question-1781242258906\"><strong class=\"schema-faq-question\"><strong>What Is the Purpose of the Qualified Signature from the Wallet?<\/strong>\u00a0<\/strong> <p class=\"schema-faq-answer\">With the EUDI Wallet, the qualified electronic signature (the only type of signature with a legal effect equivalent to a handwritten signature throughout the EU) is free, accessible from a mobile phone and does not require a cryptographic card or USB token. Citizens will be able to sign a contract, a power of attorney or any document with full legal validity in all 27 Member States from their phone.<\/p> <\/div> <div class=\"schema-faq-section\" id=\"faq-question-1781242272699\"><strong class=\"schema-faq-question\"><strong>What Is a QTSP and What Role Does It Play in the EUDI Ecosystem?<\/strong><\/strong> <p class=\"schema-faq-answer\">A QTSP (Qualified Trust Service Provider) is an entity supervised by the State that can issue services with the highest level of legal assurance under eIDAS. In the EUDI ecosystem, QTSPs are the only entities that can issue QEAAs, the verifiable attribute credentials. EADTrust has been a registered QTSP in Spain since 2014.<\/p> <\/div> <div class=\"schema-faq-section\" id=\"faq-question-1781242284549\"><strong class=\"schema-faq-question\"><strong>Does the EUDI Wallet Replace the Current Electronic Spanish National Identity Card?<\/strong><\/strong> <p class=\"schema-faq-answer\">It does not replace it, it complements and integrates it. The EUDI Wallet\u2019s PID is functionally equivalent to the electronic Spanish national identity card but offers greater European interoperability and does not require card readers. The existing electronic Spanish national identity card can coexist with the wallet during the transition period.<\/p> <\/div> <\/div>\n\n\n\n<h2 class=\"wp-block-heading\">Has Your Company Already Assessed What Changes with the EUDI Wallet?<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The window of opportunity to influence how the standards are implemented is closing.
